In the past two decades in Ethiopia, mainly the Amhara regional state, has been excreted much effort to reform its land governance system at all government tiers. Successive institutional setups and policy changes have done in the governance system of LSRLI in particular and in the rural land governance system in general. However, the procedures and guidelines that manage the land possession right, the size limits, and other land investment-related issues are some controversial development policy agendas in the region so far. Nowadays, the proliferation of LSRLI projects together with unsuccessful achievements and the ever-increasing rural land demand by the rural youth has been coming to a serious governance issue in the regional agricultural development process. The overall reform efforts could not address these governance controversies. As a result, the findings depicted that although several policy changes had conducted, the reform process has not been brought major policy change on public land access rights. Still, ordinary farmers and rural youth have no public land access rights. Policy-oriented learning and external factors were the major drivers of policy change throughout the policy change process.
