The author of this book compares the handling of "refusal to supply" issues in China and the EU. In China, the "abandoned wind" phenomenon is a major issue, where a shortage of cross-provincial transmission capacity results in a large amount of wind energy being unused. The author examines whether China's Anti-monopoly law (AML) can address this issue caused by the dominant position of the State Grid and competition between the State Grid and independent grid operators. On the other hand, the EU Competition law has already gone through a trial and error" process and can provide valuable insights for developing a competitive power market in China.
