Effective Monitoring and Evaluation (M&E) practices are critical to ensuring performance, quality, and timely completion in public infrastructure. This research paper investigates the implementation, challenges, and operational effectiveness of M&E systems within government-owned construction projects across Lemi Kura Sub City.
