Human nature, historical experience and the complex factors in international relations all work together to make war a phenomenon of human society to some extent. However, the military needs to be aware of the desire for peace and to avoid and reduce the incidence of war by working to build peace mechanisms and a culture that will make the world of the military a more peaceful and prosperous place. In these challenging times, the Army needs to maintain its confidence that everyone can contribute to peaceful development. Whether they are national leaders, ordinary citizens or international organizations, armies have a responsibility to work towards a future free of war. Peace is the common aspiration and the common responsibility of the army. Only through joint efforts can the army make the idea of peace a reality and the avoidability of war a reality.
