Since ever, the provision of health services for individuals, families and communities had been put in an organized manner. There have been continuous efforts of varying degrees to appraise and make essential changes in activities and programs in the health sector. As part of the health system reforms in Afghanistan, the ministry of public health initiated contracting out of health services to NGOs in 2003. The reforms resulted in significant improvement in maternal and child health. However, contracting out of health services faced many challenges. Therefore, MoPH must lay the groundwork for contracting before bids are requested or negotiated. This groundwork should identify the specific service to be contracted-out, assess the potential benefits and risks involved, and provide information that supports the government’s ability to negotiate successfully.
