According to the United Nations Assembly in 1948, education is a fundamental human right. Education is intended to help all citizens reach their full potential by providing them with the necessary skills and values to improve their quality of life. The fourth Sustainable Development Goal has emphasized the provision of quantitative and qualitative education. Kenya, as a United Nations member, has ratified this international protocol. Kenya's Constitution (2010) stipulates that all children receive free and high quality education. UNESCO (2005) asserts that quality education is essential. UNESCO has advanced that quality education manifests itself in five dimensions: The five dimensions include learner characteristics, teacher characteristics, teaching and learning processes, facilitating inputs, and learning process outcomes. The UNESCO criteria for providing high-quality education are critical. In this study, the parameters were examined. Existing research literature indicates a strong relationship between the five dimensions of quality and the provision of quality education in Kenya's public and private primary schools. The study revealed that there were difficulties in providing quality education in both public and private primary schools.
