Financing clean technologies at scale, and in developing countries, is going to be key for getting to our climate target. This would require design of cost-effective subsidies as well as financial instruments for risk mitigation, in public-private partnerships. We focus on the design of policies and financial instruments in the context of renewable energy (RE) in India, with broader implications for other developing countries. We cover the following aspects.
1) A broad discussion of barriers to financing RE in India, with focus on financing costs and implication for policy.
2) RE policy design: Analysis of available policy options, primarily from a cost-effectiveness perspective and incorporating other policy criteria. Also, design of reverse auctions as a key component of cost-effective procurement.
3) RE finance: A comparison of the financial performance of renewable and fossil power sources in India, including key risks.
4) RE financial instrument design: Design of financial instruments for mitigating risks and reducing cost of capital.
