Quantitative Analysis of Recidivism at Residential Community Corrections Programs in Pennsylvania

In Pennsylvania, people who are released on state parole without an approved home plan or who require certain programing are released to a Community Corrections Center (CCC) or a Community Contract Facility (CCF). The main difference between CCCs and CCFs is that CCCs are owned and operated by the government and CCFs are contracted by the government through private companies. In an effort to reduce recidivism among parolees released to CCFs, the Commonwealth of Pennsylvania introduced the Recidivism Monitoring Program in 2013. This program provides financial incentives to CCFs, which produce lower rates of recidivism. In this dissertation, the recidivism rates at CCCs are compared to those at CCFs to determine any differences. Recidivism rates at CCFs after the introduction of the Recidivism Monitoring Program are compared to those before the program’s introduction to determine any changes in recidivism rates. Additionally, costs associated with differently priced CCFs are compared to recidivism rates to determine the relationship between the two variables. This study has found no statistically significant difference in recidivism between parolees released to CCCs and those released to CCFs. No statistically significant differences in recidivism were observed among parolees released to CCFs before the introduction of the Recidivism Monitoring Program and after the introduction of the program. Analysis of the relationship between the cost of CCFs and recidivism showed a weak-to-moderate positive statistically significant relationship between higher costs of CCFs and recidivism.
