Every generation of institutions meets a technology that promises to make government cleaner and finance safer. Each time, the outcome has depended less on the machine than on the people and rules around it. This book is written for the professors, regulators, auditors, investigators, prosecutors, journalists and students who will decide whether automation, artificial intelligence, machine learning, algorithms and language technologies strengthen integrity or hide its absence. My starting point is simple. Power, money and greed have always shaped how public resources are used, and the poor have always paid the price when those forces go unchecked. Digital tools can reduce the opportunities for abuse and increase the chances of exposure; they can also give abuse a smooth surface and an aura of objectivity. The twelve case studies in this book, drawn from Europe, Asia, Australia, Latin America and Africa, show both possibilities in real institutions with real consequences. The book is designed to be used. Each chapter contains learning objectives, four short topic sections, a comparison table, a fully developed case study with analysis and lessons, a summary, review questions and sources.
