Beyond Access asks what makes maternity and early family support fair once a person has entered the service. It argues that access and outcomes alone do not capture the quality of institutional experience. Fairness also depends on whether people are heard, informed, treated with dignity, involved in decisions, and able to question or review consequential decisions. Drawing on peer reviewed research, national maternity reports, policy, professional guidance, law and socio legal scholarship, the book examines maternity care, health visiting, perinatal mental health, Family Help and safeguarding. It explores how language, documentation, referrals, professional discretion and institutional processes can shape trust, participation and inequality. The book develops the Beyond Access Framework as a practical way to understand procedural fairness across services. It offers a structured approach for researchers, practitioners and policymakers who want to identify where apparently accessible services can still produce unequal, confusing or mistrustful experiences, and how institutional decision making can become more transparent, proportionate and respectful.
