This formal article introduces GOPLang as a recoverability-governed, parameterized grammar architecture. Rather than defining universal language as one fixed code, it defines a family of surface realizations generated from a shared operator organization. A transparent, balanced, or compressed form is licensed only when the intended configuration of identities, relations, boundaries, scope, and necessary intermediate structure remains reconstructible from available evidence. The article formalizes three coordinated perspectives: carrier-trace (CT), the observable speech, writing, sign, or symbolic carrier; operator configuration (OC), the structured state to be recovered; and morphodynamic regulation (MR), the licensing layer that checks recoverability, ambiguity, abstention, and repair. Generation moves from an intended OC toward CT; analysis reconstructs OC from CT. The formal contribution therefore belongs to interpretable computational grammar and semantic-structural reconstruction, rather than to a proposal for an international auxiliary language.
