Once described by Winston Church hill as the pearl of Africa because of its natural beauty (environment), Uganda is on the verge of losing this prestigious and outstanding position among its fellow African member states. This has been attributed to the fact that despite the existence of National Environment Management Authority (NEMA) which is responsible for spearheading the development of sound environment policies, laws, regulations, standards, guidelines, and also providing guidance to the government on sound environment management. There has been a continuous increase in natural environment human degrading activities such as the manufacture and use of plastic bags.
This text provides a wonderful and an in-depth insight by reviewing the role of the National Environment Management Authority in spearheading the implementation and enforcement of the ban on plastic bags in the Greater Kampala metropolitan Area, and the quality of responsiveness of the settlement occupants to the various environment management policies aimed at regulating plastic bag manufacture, trade and usage in the GKMA. With this text, resourceful information will be made available to students, policy makers and other interested parties who want to pursue both academic and professional careers in environment management practices.
In this first edition of his text, Ssali Ismail with the help of the Actor Network Theory concept explores the various roles NEMA plays in spearheading the implementation and enforcement of the ban on plastic bags in Greater Kampala Metropolitan Area (GKMA), and the settlement occupant’s quality of responsiveness to the plastic bag ban.
